Harbor Oaks is on the north side of Pine Bluff in the Pine Bluff Regional Park on the west bank of the Arkansas River 30 minutes south of Little Rock.

The golf course is a parkland layout along narrow, tree lined fairways with a moderate use of sand bunkers defending the greens and the occasional fairway and multiple water hazards in play. It can play to 7,006 yards from the tips, 74.0/133, course/slope ratings with four shorter tees, designed by Leon Howard.
